What is PDF Tools?
PDF Tools is a free, browser-based utility for the most common PDF editing tasks — merging files, splitting out page ranges, rotating pages, and removing unwanted pages. Everything runs directly in your browser, so your documents never leave your device.
Merge
The Merge tab combines multiple PDF files into a single document. Upload as many files as you need, then drag them into the order you want using the arrow buttons. The tool copies every page from every file into one output PDF, preserving the original formatting and content. This is useful for combining a cover page with a report, joining chapters of a document, or assembling scanned pages that were saved as separate files.
Split
The Split tab extracts a continuous range of pages from a PDF into a new, standalone file. Enter the start and end page numbers, and the tool copies only those pages into the output. This is useful for pulling a specific chapter out of a large document, sending a subset of pages to a colleague, or breaking a lengthy report into smaller sections.
To extract non-consecutive pages, run multiple Split operations and then use the Merge tab to combine the results.
Rotate
The Rotate tab lets you correct the orientation of pages that were scanned or saved at the wrong angle. You can rotate individual pages 90 degrees left or right, or rotate all pages at once using the bulk controls. A visual indicator on each page row shows the current rotation relative to the original, so you can see exactly what the output will look like before downloading.
Delete pages
The Delete pages tab displays all pages in the PDF as a grid. Click any page to mark it for deletion — it is highlighted in red. Click it again to unmark it. When you are ready, click Save and download to produce a new PDF containing only the pages you kept. The original file is never modified.
This is useful for removing blank pages from a scanned document, stripping a confidential appendix before sharing, or cutting filler pages from a downloaded form.
Common use cases
Students — merge lecture slides, assignments, and cover sheets into a single submission. Split a textbook PDF to study one chapter at a time.
Office workers — combine invoices, contracts, and supporting documents into one file for a client or an archive. Remove outdated pages from a policy document without re-exporting from the source.
Everyday use — fix the orientation of scanned receipts, remove blank pages from a bank statement, or extract the relevant section from a multi-page form.
Privacy
All processing happens locally in your browser using the pdf-lib library. No file is uploaded to any server or stored anywhere.
How to Use

Choose an operation
Select Merge, Split, Rotate, or Delete pages from the tab bar at the top of the tool.

Upload your PDF
Drag and drop your PDF file into the upload area, or click to browse. Merge accepts multiple files; the other tabs accept one file at a time.

Configure the operation
For Merge, reorder files using the up/down arrows. For Split, enter the start and end page numbers. For Rotate, click individual pages or use Rotate all. For Delete, click pages to mark them for removal.

Download the result
Click the download button. Your processed PDF is generated in the browser and saved directly to your device.
Frequently Asked Questions
Are my PDF files uploaded to a server?↓
No. All processing happens entirely in your browser using the pdf-lib library. Your files never leave your device.
Why does the tool say a PDF is password-protected?↓
Encrypted or password-protected PDFs cannot be processed by browser-based tools. Remove the password in your PDF reader first, then re-upload the file.
Is there a file size limit?↓
There is no hard server-side limit since files are processed locally, but very large PDFs (over 100 MB) may be slow depending on your device. We recommend keeping individual files under 50 MB for best performance.
Can I merge more than two PDFs at once?↓
Yes. The Merge tab accepts any number of PDF files. Add them all at once or one at a time, then reorder them using the arrow buttons before downloading.
Can I extract non-consecutive pages?↓
The Split tab extracts a continuous page range. To extract non-consecutive pages, run multiple Split operations and then use the Merge tab to combine the resulting files.
